S.F. Business Tax Update – Two competing proposals from Mayor Ed Lee and Supervisor John Avalos to replace the city’s payroll tax with a gross receipts tax continue to make their way toward the November ballot. As the City Controller works to finalize the rates and details of the Mayor’s proposal, the Chamber continues to urge a consensus measure that is fair, broad-based and revenue neutral.  Members are encouraged to review the Controllers most recent analysis and send feedback to the Chamber. Revisions must be made by early July. Final proposals are expected the week of July 9, followed by hearings at City Hall. Final action is expected at the Board of Supervisors on July 24.  Read more. Real Estate Transfer Tax Measures Introduced – Mayor Ed Lee and Supervisor John Avalos introduced two competing real estate transfer tax measures for the November ballot. Mayor Lee’s proposal would increase the tax by .2 percent on properties sold in excess of $1 million to raise $13 million annually for affordable housing. Supervisor Avalos’ proposal would increase the tax by .5 percent on properties sold in excess of $2.5 million to generate $16 million annually. Both are possible alternative sources of revenue if the gross receipts tax and business license fee measure does not end up on the ballot. Read more.

Introducing ConnectForLunch – The Chamber is pleased to introduce ConnectForLunch, a new lunchtime networking program that enables members to make up to 100 new business connections each year. Designed to foster relationships between members, ConnectForLunch organizes weekly face-to-face meetings at convenient – and delicious – member restaurants.  “Relationships matter, and the Chamber is pleased to help make it even easier for members to connect,” said Chamber Chief Marketing Officer Leslie Milloy.  Chamber members should have received an email invitation to participate. SFCED Promotes Bay Area Biotech – The Chamber’s foundation partner the San Francisco Center for Economic Development (SFCED) is promoting the Bay Area's biotech industry at this week's BIO International Conference in Boston. “California and San Francisco have much to offer biotech companies and we are here this week sharing these advantages with companies from across the U.S. and from around the world,” said SFCED Executive Director Dennis Conaghan. The BIO International Convention is the largest gathering of the biotechnology industry held around the world. Read more.

Supervisor Olague at the Chamber – Chamber members heard from District 5 Supervisor Christina Olague Wednesday at the June Supes for Lunch. Supervisor Olague expressed interest in reaching a compromise on the two competing business tax reform measures proposed by Mayor Ed Lee and Supervisor John Avalos, as well as support for a dedicated revenue stream to fund economic development moving forward. “Everyone wants to see one measure go to the ballot and we are hoping to get to a place where we can do that,” said Supervisor Olague. The supervisor also discussed Chamber-supported development projects such as 8 Washington and the California Pacific Medical Center (CPMC) rebuild, as well as new height limits around the Transbay Transit Center. THIS WEEK IN PUBLIC POLICY
The San Francisco Board of Supervisors postponed final voting on temporary payroll tax relief for small businesses. Mayor Ed Lee reached an agreement with 26 labor groups which will add 695 positions and increase employees’ compensation by $41 million over the next two years. San Francisco joined a new statewide alliance to jumpstart the Property Assessed Clean Energy (PACE) program, which helps to finance energy upgrades in commercial buildings. The California Legislate approved a $92 billion budget plan for the fiscal year that begins July 1. Three statewide tax measures have officially qualified for the November ballot. Gov. Jerry Brown abandoned legislation to protect California High-Speed Rail from possible delays under the California Environmental Quality Act (CEQA). A state appeals court upheld the Chamber-supported market-based cap-and-trade plan for California.
