Moscone Center Expansion – The City of San Francisco and the San Francisco Tourism Improvement District (TID) will develop a 25-year master plan for the expansion of Moscone Convention Center to help attract more economy-boosting conventions and meetings to the city. “Many of our convention clients are simply outgrowing [Moscone Center],” said Chamber member Joe D’Alessandro, President and CEO of the San Francisco Travel Association. “San Francisco can’t sit back and let other cities around the world take our business away.” Chamber member Skidmore, Owens & Merrill LLP was selected to create the master plan over the next six months. Moscone Center attracts 50 events annually and is a major generator of demand for city hotel rooms. Read more.

SBAC gets Insights from Chamber Board – The Chamber’s Small Business Advisory Council (SBAC) met Tuesday with Chamber Board member Michael Walker, Northern California Market President, U.S. Bank.  The group discussed the state of the local economy, small business lending and the impacts of the potential transition from a payroll to a gross receipts tax. “Not unlike a bank’s loan portfolio, the City of San Francisco should support growth across small, mid-sized and large companies and diversify it's risk and sources of revenue across all business sectors,” said Walker. “With the leadership the Chamber has shown, specifically in recent months working with Mayor Lee to create a gross receipts tax model that is affordable to all sectors, the economy is moving in a positive direction.” In August, the SBAC will meet with Robert Brant, executive vice president/N. Economic Development: June Update – While Bay Area unemployment showed a slight decrease between April and May 2012, the regional economy continues on its upward trend. According to the most recent data, commercial real estate and homes sales continue to soar. San Francisco’s retail market is also showing strong performance.  Biotech continues to be a leading emerging industry cluster with over one-third of U.S. biotech firms located in California. The Chamber’s foundation partner, the San Francisco Center for Economic Development (SFCED), projects the addition of up to 2,880 new biotech jobs in San Francisco until the year 2020. Read more.

The Cliff House is considering a 31-foot-tall wind turbine on the observation deck of the building to allow the site to generate its own electricity and produce enough energy to power the Cliff House Gift Shop. Scoma’s Restaurant is helping to power some of the Golden Gate Bridge Highway and Transportation District’s maintenance fleet with the kitchen’s filtered used vegetable oil, once used to fry Scoma’s famous Dungeness Crab Cakes. San Francisco Unified School District (SFUSD) Schools are improving or maintaining according to the state’s most recent API School Rankings. THIS WEEK IN PUBLIC POLICY
San Francisco Board of Supervisors President David Chiu introduced legislation requiring building owners and developers to install tap water filling stations in addition to conventional drinking fountains. The city is renegotiating the Chamber-supported development agreement with California Pacific Medical Center to build two new seismically safe hospitals in San Francisco. Opponents to the Chamber-supported 8 Washington development have filed for a referendum on the Board of Supervisors approval of the project. The private consortium spearheading the second half of the Doyle Drive rebuild has lined up $364 million to complete the project. The U.S. Department of Labor awarded an additional $3 million in Workforce Innovation grants to the city’s TechSF Initiative. The U.S. Department of Transportation is providing a $10 million grant to support the Mission Bay/UCSF Hospital Multimodal Transportation Project.  Supporters of Proposition 29 (the California Cancer Research Act) conceded defeat. A ballot measure that would amend California's Constitution to require two-year budget plans, along with restricting new spending by the Legislature and giving the governor unilateral power to cut spending, has qualified for the November ballot. The U.S. Supreme Court upheld the constitutionality of the Patient Protection and Affordable Care Act signed into law by President Obama in 2010 and rejected a shipping industry challenge to California's air pollution rules requiring ocean-going vessels to use low-sulfur fuel within 24 miles of the coast.
