Public Policy Forum Updated by Patricia on March 11, 2010Water System Improvement Program Speakers: Ed Harrington, SFPUC General Manager Water System Improvement Program: In late 2002, voters approved a bond measure to allow the San Francisco Public Utilities Commission (SFPUC) to embark on a multi-year, $4.6 billion capital improvement program to upgrade its potable water system for purposes of improving seismic and delivery reliability, as well as meeting water quality requirements and water supply goals for year 2030. The SFPUC’s Water System Improvement Program (WSIP) is one of the largest water capital improvement programs in the nation, encompassing 86 projects spread across seven counties from California’s Sierra foothills to San Francisco and provides drinking water to more than 2.5 million people. In 2010 the WSIP has reached a critical moment in the implementation of the program to upgrade the Hetch Hetchy water system. This year, the program will contract more than $1 billion for upcoming construction activity. And some of the largest construction projects, including a tunnel underneath the Bay are scheduled to break ground this spring. With an expected completion date of 2015, we believe it is an appropriate time for the SFPUC to update Chamber members on the status and challenges that the project faces.
