The scorecard is the second in a new ongoing series of reports intended to spotlight key economic issues and the Supervisors who are doing the most - and the least - to spur employment, stimulate the economy and improve government efficiency in San Francisco. With the release of the mid-year scorecard, six members of the Board of Supervisors improved their overall rankings, voting for job-creating measures such as the Masonic Auditorium renovation, a development fee collection deferral, small business contract reform and more. Four Supervisors maintained their scores, and one Supervisor's score decreased since the Chamber's inaugural report, examining the top ten business and economic issues in 2009. "The Board of Supervisors is paying attention to the Paychecks & Pink Slips Scorecard because voters are paying attention," said San Francisco Chamber of Commerce President & CEO Steve Falk. "We are encouraged that our Supervisors are giving more support to job and economic issues than they did in 2009, but scores of 50% and 60% are not acceptable when we have 50,000 San Franciscans out of work. And just last week, Supervisors introduced three potential tax measures for the November ballot, along with the hotel tax already in circulation, which will do nothing to help the economy but issue more pink slips to hard working residents. Tax increases cannot be a substitute for the City living within its means." San Francisco voters rank jobs and the economy as the top issue facing San Francisco, according to the Chamber's annual CityBeat poll released in March. According to the poll, jobs and the economy outpaced homelessness and panhandling, education, crime, the cost of owning a home and other issues as voter's top concern. The city budget also ranked among the top three issues. The 2010 Mid-Year Paychecks & Pink Slips Scorecard includes lawmakers' votes on the top 10 legislative actions impacting job creation, economic growth and government efficiency from January 1 to June 11, 2010.
